Feral and outdoor cats do not need warmth so much as they need to be out of the wind while dry. An insulated house does both: closed walls to break the wind, insulation to hold the cat’s own body heat, and a removable mat inside to lift it off cold ground. Seventeen by thirteen inches, in black or grey. If you feed a colony, or if a neighbourhood cat has decided your porch is home, this is the cheapest meaningful thing you can do for it before winter.

What it is for
The manufacturer is unusually candid about the limitation, and it is worth repeating rather than burying: although the house is weatherproof, wind and driven rain can come straight in through the doorway and wet the inside. Site it accordingly — on a slope so water runs away, under an overhang, on steps, on a covered porch, with the door turned away from prevailing weather. Placed in the open on flat ground it will collect water, and a wet shelter in freezing weather is worse for a cat than no shelter. Cleaning is a wipe with non-abrasive soap and warm water, then air dry; the internal mat goes in a machine. Currently out of stock.
Best for: outdoor and community cats, sheltered porches and garden corners. Also useful in winter for a cat that has an outdoor territory but a warm house to return to.

No, and the manufacturer says so. The shell is weatherproof, but the doorway is an opening and wind-driven rain will come through it. Put it under cover or on a slope, with the door away from the prevailing wind.
Does it need a heat source?
For a healthy adult cat in a temperate winter, no — insulation plus the cat’s own heat in a small enclosed volume is the mechanism, and it works surprisingly well. In severe cold, or for a thin or elderly cat, a purpose-built heated pad rated for outdoor use is a different conversation.
How do I clean it?
Wipe the shell with a non-abrasive soap and warm water and let it air dry. The removable interior mat is machine washable, which is the part that actually gets dirty.
